Each country seeks to outmatch the other, stockpiling warheads, investing in advanced delivery systems, and expanding missile defenses. Such a cycle is costly, dangerous, and destabilizing. Without clear leadership and diplomatic engagement, we risk sliding into this perilous cycle.
